Dr. Scott will provide a discussion of population data at the Department of Health Care Services (DHCS) that can support better information management throughout the state. As the largest State Medicaid Agency in the country, DHCS is working closely with providers and health plans to help transform the health care environment with the adoption of Electronic Health Records. DHCS is committed to driving quality to improve the health of Californians, enhance delivery of services and reduce health care costs.

Dr. Robert (“Rim”) Cothren will look at California’s efforts through the work of CHeQ and IPHI to foster the flow of clinical data through Health Information Exchange. As the state follows the national movement to performance-based reimbursement and capitated care, organizations need to be capable of integrating and analyzing clinical data from all instances of care, whether in or out-of-network.

Linette ScottDr. Linette Scott is a Board Certified Physician in Public Health and General Preventive Medicine with a Doctor of Medicine from Eastern Virginia Medical School, and a Masters in Public Health from University of California, Davis. Dr. Scott is the Chief Medical Information Officer for the Department of Health Care Services. Highlights from her career include serving as the Interim Deputy Secretary for Health Information Technology at the California Health and Human Services Agency, the California State Registrar and Deputy Director of Health Information and Strategic Planning in the California Department of Public Health, and a General Medical Officer with the United States Navy.

Estella GeraghtyAs Deputy Director of the Center for Health Statistics and Informatics in the California Department of Public Health, Dr. Geraghty leads the state vital records and public health informatics programs. She focuses her energies on statewide initiatives in meaningful use, health information exchange and data interoperability. Also an associate professor in the Division of General Medicine at UC Davis, she uses Geographic Information Systems to influence health policy and advance community development programs. Dr. Geraghty was a recipient of the Larry L. Sautter Golden Award for innovation in Information Technology in 2010 as a part of a team developing an electronic medical record data discovery solution. She received her Masters of Public Health from UC Davis in 2006 and her MD and her Masters in Health Informatics from UC Davis in 2002. She is board certified in internal medicine and public health and is a certified Geographic Information Systems Professional.

Robert Cothren, PhD

Robert CothrenDr. Cothren is a leader in developing frameworks to facilitate and promote secure access to health information and integration with public health. As Director for the CHeQ program, he leads the implementation of California’s strategy for statewide HIE. Dr. Cothren also acts as the technical lead for the National Association for Trusted Exchange, developing a scalable, national model for sharing health information across organizational and state boundaries, and is a member of the Executive Committee for the California Association of Health Information Exchanges. Dr. Cothren lectures on clinical and public health informatics as part of the UC Davis Extension Program.
Dr. Cothren is active in the development national interoperability standards, and has been engaged in the Nationwide Health Information Network (now eHealth Exchange) since its inception. He participates in the Direct Project, helping lead its efforts to develop scalable trust. He also participates in collaborative state activities such as the EHR | HIE Interoperability Workgroup, helping ensure the use of appropriate national standards.
Dr. Cothren has over 20 years of professional experience in health, medical, and biological research in academic, public, and private industries. He has led development efforts in medical devices, diagnostic software systems, and clinical and public health IT solutions. Dr. Cothren received his PhD in Medical Engineering from the Harvard / MIT Health Sciences and Technology program.
