Pamela Lane

California Health and Human Services Agency (CHHS) Health Information Deputy Secretary; CalOHII Director

Pam LanePamela Lane, MS, RHIA, CPHIMS, staffs California Health & Human Services as the Deputy Secretary for Health Information and the Director for the Office of Health Information Integrity. Pam advocates for the advancement of the seamless availability of health information to achieve efficiencies and improve quality of care for all Californians.

Pam has more than 25 years of experience in health information management both in hospital operations and in the vendor environment. She has served as director of clinical information and administrative information areas for a number of health care facilities, and has served as a best practice consultant in workflow process redesign and revenue cycle management. In addition, Pamela has experience as information security officer and compliance officer for both private and government health care sectors, and is a U.S. Navy veteran.

Pamela received a degree in communications from the University of Dayton in Ohio and later received her master’s degree from Boston University.

Dr. Robert Cothren

Executive Director for CAHIE

Robert CothrenDr. Robert (“Rim”) Cothren is a leader in developing frameworks to facilitate and promote secure access to health information and integration with public health. As Executive Director for CAHIE (California Association of Health Information Exchanges), he leads implementation of California’s strategy for voluntary statewide HIE governance. Dr. Cothren also acts as the technical lead for the National Association for Trusted Exchange, developing a scalable, national model for sharing health information across organizational and state boundaries, and was previously Director of the CHeQ program which was the California Designated Entity for HIE governance. Dr. Cothren lectures on clinical and public health informatics as part of the UC Davis Extension Program.

Dr. Cothren is active in the development national interoperability standards, and has been engaged in the Nationwide Health Information Network (now eHealth Exchange) since its inception. He participates in the Direct Project, helping lead its efforts to develop scalable trust. He also participates in collaborative state activities such as the EHR|HIE Interoperability Workgroup, helping ensure the use of appropriate national standards.

Dr. Cothren has over 20 years of professional experience in health, medical, and biological research in academic, public, and private industries. He has led development efforts in medical devices, diagnostic software systems, and clinical and public health IT solutions. Dr. Cothren received his PhD in Medical Engineering from the Harvard / MIT Health Sciences and Technology program.

Jeff Coughlin

Senior Director, Federal & State Affairs
HIMSS North America

Jeff CoughlinJeff is the Senior Director of Federal & State Affairs at HIMSS.  In this position, he leads HIMSS’ efforts to build stronger relationships with federal agencies and facilitates the building of a nationwide network of advocates for state-based initiatives that impact all aspects of health IT. 

Before joining HIMSS, Jeff was the team leader for corporate accounts at the Marwood Group, where he worked with non-profit health systems, health IT vendors, professional societies, and trade associations, analyzing where they could most effectively influence legislative and regulatory processes and focus their advocacy efforts.  

His career also included several years in the health care non-profit advocacy world, where he led efforts in policy development, directed outreach to Congress and Executive Branch agencies, built advocacy coalitions with like-minded organizations, and created robust grassroots networks.  He also worked for the Department of Health and Human Services, where he was part of the team responsible for the development, implementation, and management of the Government Performance and Results Act within the Department.

His educational background includes a Master’s Degree in Public Policy from the College of William & Mary and a BA in Political Science from Providence College.

Jess A. Pawlak, MS PMP CISA CHPS

Jess PawlakMr. Jess Pawlak has over 18 years IT experience in Financial Services and Ambulatory Healthcare settings. He has a Master of Science Degree and has certifications in Project Management Professional (PMP), Healthcare Privacy and Security (CHPS) and is a Certified Information Systems Auditor (CISA). Mr. Pawlak has been with Lumetra Healthcare Solutions since January of 2012 focusing on HIPAA Privacy and Security for small medical practices and community clinics as well as helping providers qualify for CMS incentive programs.  

Jess is Project Manager at Lumetra Healthcare Solutions, leading the HIPAA Privacy and Security Practice providing risk assessments, policy and procedures remediation, new template development, and structured workforce training with potential audit preparation. Jess conducts both distance learning via WebEx and on-site training for all areas of HIPAA Security Risk Assessments, Mitigation Plans, and customized Template Based Remediation for HIPAA Policies and Procedures. Jess' work includes updating Notice of Privacy Practices, Authorizations, Consents, and Business Associate Agreements focused on HIPAA Omnibus updates. 

David Nelson

Consulting Privacy Officer for San Diego & Sacramento

David NelsonDavid Nelson is an expert in the consolidation of privacy and security regulation mandates to support complex service delivery in an integrated health care, behavioral health, mental health and social services environment. He has provided program support to California Medi-Cal Administrative Activities as a program manager; Health Care in Schools (Federal Education Rights and Protection Act) as a program consultant; Privacy Consultant to information exchanges; State Health Information Security and Privacy Collaboration; State Privacy Security Advisory Board. 

David received his BS in Business Administration from Lewis & Clark College in Portland, OR.  He is currently an instructor for HCCA:  Privacy committee for Certification Development, and Privacy Academy Faculty.  In addition to, UCSD Extension HIT Certification for HIPAA Privacy.  David has also many publications, some of which include “The CISSP, the CIPP and HIPPA”; “An Interoperable Model for Health Care”; “Economic Stimulus and Interoperable Records”; “Emerging HIPAA Security Gap” in the ISSA journal. 

David T. Ford

Interim Executive Director of CalHIPSO

David FordDavid T. Ford is currently the Interim Executive Director of CalHIPSO, the largest federally-designated Regional Extension Center (REC) for Health Information Technology in the country.

David was previously with the California Medical Association where he was the Assistant Director of Policy and a registered lobbyist.  This role combined policy and strategy development on behalf of California’s physicians during this critical juncture in California’s health care delivery system. David has closely monitored unfolding developments in other major health care delivery system changes currently underway, such as the dual eligible population’s transfer to managed care and the integration at the county level of the Low Income Health Program. His advocacy position at the Medical Association has allowed David to gain keen insight into the operations of Medi-Cal and other health care programs. David is also a nationally-recognized expert on the transition to electronic health records and health information exchange.

Prior to his work at the CMA, David was then-Assembly Member (now Senator) Ted Lieu’s (D- Torrance) Chief of Staff. He has previously served as a staff member for former-Assembly Member George Nakano. For both legislators David worked on business issues, especially related to the banking and finance industry and California’s aerospace industry.
